What is RoDTEP Scheme?

The RODTEP scheme or the Remission of Duties and Taxes on Exported Products Scheme is a government plan to improve competitiveness of Indian exports. The rationale is simple: refund the concealed indirect taxes exporters have paid in production and logistics, which are being denied a rebate under GST or any other tax refund platform.
Even after GST, there still exist many small and indirect taxes which are embedded in the cost of manufacturing goods or exporting goods from India. Higher the cost higher is the final export price making them uncompetitive. This is where RoDTEP comes into play, i.e. reimbursing those hidden costs.
Which Taxes Are Refunded Under RoDTEP?
RoDTEP is not a GST or income tax rebate. Instead of direct, non-credited taxes that are part of the supply chain, it focuses on indirect taxes.
Electricity Duties
In manufacturing units, there is usage of power and electricity duty or surcharges are imposed by the state government. GST taxes even though they are factored into product pricing but non-refundable. RoDTEP reimburses exporters for this expense.
Fuel Taxes
Physical movement of transport and processes of production are greatly dependent upon Energy or energy sources, mostly diesel, petrol. Tax components in fuel prices raise logistics and manufacturing costs. These are reimbursed under RoDTEP.
VAT on Transportation
Many transportation-related services or legacy charges are likely to bear VAT or other state taxes even today post GST. They are non-creditable in the GST regime, hence covered under RoDTEP to ease export cost.
Stamp Duties
It is levied on the execution of certain legal and commercial documents, such as contracts, leasing agreements and shipping-related paperwork. These expenses indirectly become part of export prices and are thus eligible for reimbursement under RoDTEP.
Embedded Local Taxes
These are the key elements of RoDTEP. Embedded taxes include:
- Local municipal levies
- Purchase taxes on inputs
- Duties on packaging materials
- Unrecoverable state-level taxes
As these taxes are paid on the input goods/products which are not available for claiming under any other scheme, RoDTEP is a refund mechanism.
Key features
1. WTO-Compliant Export Incentive System
Previous export incentive schemes have also received flak for violating the WTO norms. RoDTEP addresses this issue and is a refund of indirect taxes and not a direct export subsidy. This makes Indian exports legally safe and globally acceptable without facing trade disputes.
2. Covers Hidden Indirect Taxes
Among these are electricity duties, fuel taxes, transport-related charges, stamp duties and local levies. Those on invoices, but those taxes which are not visible at all?! But increase the final cost of goods. RoDTEP takes care of this and compensates exporters for these hidden costs.
3. No delays in the refund of a cash: Digital Credit System
Instead of cash refunds, exporters are given an electronic credit on their online ledger to avail immediate benefits using the duty credits. It removes the need for paper work, lessens delays and leads to quicker and transparent processing of export incentives.
4. Reduces Export Cost Burden
As the costs are lower, exporters generate and deliver at cheaper rates in international markets. This is helpful for MSMEs and small exporters with less production or Logistic Cost may need to pay High.
5. Improves Global Competitiveness
Indian goods become cheaper in comparison to those from other countries when export expenses decline. This improves demand, orders fired up by exports and helps measure India’s strength at the global front.

By way of the scheme, Indian merchandise can be made aggressive abroad hence strengthens domestic manufacturing.
5. Improves Global Trade Competitiveness
India was able to export at competitively lower prices by keeping the costs of Indian goods lower than those from other countries.
6. Transparent and Digital Process
Thus, making it complete online through ICEGATE has ensured transparency and reduced human error.
7. Quick credit mechanism compared to older schemes.
RoDTEP gives faster electronic credits, as opposed to delayed physical refunds and helps exporters conserve cash flow.
