What is Mission Prerna?

Mission Prerna is a flagship initiative of the Government of Uttar Pradesh, India, under the Department of Basic Education. The primary focus of FLN is to improve/ensure foundational learning, particularly Foundational Literacy and Numeracy (FLN) for students/children in Grades 1 to 5 (Classes I-V) in government (council) schools.

This mission is directly in line with the NIPUN Bharat programme, which is a national mission to focus on basic learning levels amongst children and ensure that every child achieves the desired levels of learning by Grade 3.

Mission Prerna, in upholding these essential skills, not just the grades to which kids move forward every year, focuses on raising a strong foundation of reading, writing, and elementary mathematics, the skills that are cemented at every rung of the education tree .

Who Launched Mission Prerna?

This initiative was started by the Uttar Pradesh Government itself, by CM Yogi Adityanath, Mission Prerna.

It is conducted by the Department of Basic Education (Uttar Pradesh). This department manages the portal and the interventions through Mission Prerna. It also oversees the mission that is being implemented in about 1.6 lakh (160,000) government schools.

Mission Prerna Key Goals and Objectives

Foundational Learning

Stick to lower grades (1–5): This is the time children are working on their core literacy skills in reading, writing, and math.Enhancing literacy and numeracy outcomes so that the vast majority of students in each school and block achieve these basic skills.

Scale and Reach

Smash a hell lot of schools (around 1.6 lakh) and students in UP. Instructional support for 1.8 million instructors (according to some sources) and a colossal pool of students.

Data-Driven Monitoring & Assessment

Data and analytics can be used to monitor student performance in real-time, identify learning gaps and drive interventions.

Based on the learning outcome, identify “Prerak” Blocks, “Prerak” Districts and subsequently scale up towards a “Prerak Pradesh” (motivated or high performing administrative units).

Teacher Capacity Building

Organise training for teachers (also through DIKSHA TPD – Teacher Professional Development) on how to teach in a competency manner rather than rote-learning.

Mission Prerna’s Official site is prernaup. Department of Basic Education, Uttar Pradesh, runs.

Login Types / Roles

  • Dashboards/login portals are role-based: Dashboards/login portals are role-based – Teacher, Admin, Student / Parent, etc.
  • There is a Teacher login under Bank Data Upload → Teacher Login.
  • DIKSHA TPD — Teachers can log in for professional development (training) via DIKSHA TPD
  • First-Time Login (Teachers)

They have to type register their device registration via MDM (Mobile Device Management). Some guides state that first-time login means registering the device, verifying your device and avoiding unconsented access.

The process that you have to follow is as under: After MDM registration, the teachers must go to the login page and then enter the registered mobile number, and after generating and requesting the OTP, they can verify to go to their dashboard.

OTP Authentication

For security, this is done using OTP: as soon as you log in using your credentials, the system sends an OTP to your mobile number registered with it. If you have entered the OTP, it needs to be used for logging into the account.

Student / Parent Access

In order to add interest to it, the students (and/or parents) may visit the Student Corner or the respective section on Prerna Up. Teachers and students can access learning resources like e-books, worksheets, posters and E-Pathshala content.

If teachers or admins need to verify student details (Aadhaar, bank details, etc), it can be done through “Student Verification” on the portal.

The portal has support options. Another example is “New Registration” for teachers signing up on the website.

Mission Prerna Key Components & Features

Foundational Learning (FLN)

This is the core. Mission Prerna focuses on early grade students (1–5) and beneficiaries of foundational literacy (reading, comprehension) and foundational numeracy (basic math).

The mission continues to collect data and monitor the real-time situation of all schools. This helps in identifying weak blocks/schools/students and prioritising the targeted intervention in these areas.

There is a concept of Prerak Blocks / Prerak Districts / Prerak Pradesh – administrative blocks that achieve specified learning goals; essentially, motivational / model regions. Dashboards and analytics: These dashboards at the school-level, block-level, and teacher-level show information on attendance, learning outcomes, and fund flow.

DBT for Students

Even the financial benefits related to students under Mission Prerna are managed- in case of funds for uniforms, for example, the amount is directly transferred through DBT to students’ (or parents’), bank accounts. It ensures transparency, minimises leakages, and facilitates the speedy delivery of benefits.

Recognition / Incentive Mechanism

Performance recognition mechanisms are available. Based on this, Schools/teachers/districts crossing learning thresholds can be declared Prerak units through NIPUN Bharat integration. It aims to ensure motivation to do better and hold each other to account in the service of the Mission.

Attendance & Monitoring

As per a few news reports, the attendance of students is said to be taken online through the Prerna Portal and is also said to be reflected in the dashboard of the chief minister. It assists in accommodating fewer absentees and supports in generating real-time stats of attendance at school.

Real-time monitoring is only useful if all data entered (attendance, student assessments, etc) is accurate and honest. There is also a risk of data manipulation or false reporting.

One challenge with DBT implementation on the ground is the verification of the data of all students (Aadhaar, bank accounts, matching of bank account numbers with the student rolls, etc.), where errors can lead to the exclusion of deserving students or a misallocation of the benefits of DBT.

Sustainability of Interventions

The mission may get political and financial support at the outset, but it needs long-term sustainability (training, content updates, maintenance).

Continuous training and refresher programs for teachers are required; otherwise, the quality may fall over a period of time.

Capacity of Teachers

Instead of instantaneously adopting competency-based pedagogy, some teachers may find the shift uncomfortable, particularly as rote teaching is the dominant form of education in their milieu.

And while some are eager for a full embrace of new technology, others may feel a burden when it comes to digital tasks (i.e., updating attendance, assessments, etc.).

Equity Between Regions

Some districts or blocks may perform poorly because of poor infrastructure, weaker administration or socio-economic barriers. It takes special attention; otherwise, these would never be called Prerak.

Mission Prerna can be a model for other states if it brings the desired results. Other places could replicate the combination of digital portals + real-time data + teacher training + DBT.

Conform to National Initiatives: 

In alignment with other national education reform programs, such as NIPUN Bharat, Mission Prerna is likely to receive political and financial support.

Prerak: Innovation in Governance

How are Mission Prerna and NIPUN Bharat connected?

Mission Prerna and NIPUN Bharat are on the same branch of the educational tree, but they are growing in different directions. NIPUN Bharat is a national mission launched by the Government of India to achieve the target that all children can read with comprehension and be able to do basic numeracy from classes 1 to 3 by the year 2026–27. It lays down the learning outcomes, the teaching philosophy and the general goals for the country.

The other, Mission Prerna, in the state of Uttar Pradesh, is the state-level counterpart of that blueprint and will serve as a state-specific engine that will convert the national vision to everyday classroom practice.
